Brussels, 20 September 2017

Excellencies,

Distinguished guests,

Ladies and Gentlemen,

May I express our gratitude to you for joining us at this reception marking the 68th National Day of the People’s Republic of China which falls on October 1st .

In welcoming you to this auspicious occasion, we are proud to celebrate our country’s many achievements, past and present, at home and abroad.

This year is momentous in the process of China’s great national renewal in many ways. The Communist Party of China will hold its 19th National Congress. The implementation of the 13th Five-Year Plan is at an all-round and intensive stage.

Despite the volatile external environment and sluggish global economy, China has made encouraging progress and achievements on all fronts, from economy, finance, technology, innovation, and infrastructure to society, people's livelihood, culture, sports and other areas.

China’s economic growth is sound and steady and major economic indicators have continued to move in a positive direction.

China has secured a major shift from reliance on export and investment to generating growth through consumption, the service sector and domestic demand, and through readjustment of economic structure.

China has made utmost efforts to deliver a better and more dignified lift to its 1.3 billion people and ensure a more dynamic and sustainable economic and social development.

China has expanded opening-up and moved faster to develop a new, open economic system in keeping with economic globalization and the new industrial revolution.

Committed to an independent foreign policy of peace and the path of peaceful development, we have fostered amity and friendship with our neighboring countries to promote prosperity and stability in Asia.

We have worked to build a new type of major-country relations to maintain a balanced and stable global strategic environment.

We have successfully hosted the Belt and Road Forum for International Cooperation and the 9th BRICS Summit to achieve the new vision of win-win cooperation and interconnected development.

We have firmly defended the international multilateral system, and the basic norms governing international relations with the purposes and principles of the UN Charter as the bedrock.

We have taken concrete measures to step up climate action and earnestly implement the Paris Agreement.

Last but not least, we have played a constructive role in facilitating the resolution of regional hotspot issues.

Looking ahead, the international environment remains complex and challenging, yet China has the confidence and capability to achieve innovative, coordinated, green, open and shared development and shoulder its due international responsibility to make an even greater contribution to the happiness of our peoples and world peace and prosperity.

I wish to conclude by quoting a famous Chinese saying: The Sea is vast as it admits all rivers. An inclusive world will be a more splendid place. We are ready to forge with the EU a stronger Comprehensive Strategic Partnership featuring the promotion of peace, growth, reform and civilization and stay focused on cooperation so as to build a better future for our peoples.
