H.E. Ambassador Zhang Ming Presents Credentials to President Donald Tusk

On 8 November 2017, Ambassador Zhang Ming, Head of the Chinese Mission to the European Union, presented credentials to President Donald Tusk of the European Council and had a good conversation with President Tusk.

President Tusk warmly welcomed Ambassador Zhang to assume this new role. He said that the EU places great importance on China and considers China as a diplomatic priority, and that the EU-China relations are in a sound state of play. President Tusk referred to his commitment to advancing Poland-China and Europe-China relations when he was Polish Prime Minister. He said that he values the good working and personal relationship with Chinese President Xi Jinping and Premier Li Keqiang. He also expressed his strong belief that with joint efforts of both sides, the EU-China cooperation will be further expanded and embrace a brighter future.

Ambassador Zhang expressed his gratitude to President Tusk for the thoughtful arrangements made for the presentation of credentials, and conveyed the cordial greetings and best wishes of President Xi and Premier Li. Ambassador Zhang then briefed President Tusk on the recent 19th National Congress of the Communist Party of China. He said that the Congress has major impact on China’s development and that of the world. General Secretary Xi Jinping sent an important message that socialism with Chinese characteristics has entered a new era and set out the rich meaning of the Thought on Socialism with Chinese Characteristics for a New Era. The Congress laid out strategic plans for China’s development in the coming 30 years and beyond. The Chinese people are very much inspired and encouraged.

Ambassador Zhang explained the overarching goals set by the Congress for the major-country diplomacy with Chinese characteristics in the new era: first, to build a new type of international relations; second, to build a community with a shared future for mankind. For that to happen, China will stay on the path of peaceful development and continue to pursue the basic state policy of opening-up. Guided by the mutually beneficial strategy of opening-up, China will further enhance the quality and level of its openness. In the course of opening up, China does not play a zero-sum game and aims for win-win cooperation. China’s development brings opportunities to the world, and to China-EU relations as well.

Ambassador Zhang said that Chinese leaders place great importance on Europe and on growing relations with Europe. China-EU relations are showing a good momentum. The four partnerships for peace, growth, reform and civilization are growing into greater depths. Going forward, the two sides need to vigorously implement the China-EU 2020 Strategic Agenda for Cooperation, advance cooperation via the five platforms (namely co-investment vehicle, connectivity platform, digitization, mobility and migration dialogue and legal affairs’ dialogue) and work more closely on the diplomatic and security front. It is important to make sound plans for the 2018 China-EU Tourism Year. It is important for the two sides to work together to bring China-EU relations to a higher level and deliver benefits to their people.

President Tusk expressed warm congratulations on the success of the 19th Party Congress and spoke highly of its outcomes. He said that the Congress sent very clear messages which can deliver long-term stability and predictability to China. This will be very important for both China and the whole world. President Tusk said that he is full of expectations and confidence for EU-China cooperation.

The two sides also briefly discussed other issues of mutual interest.
