Ambassador Zhang Ming Pays a Courtesy Call to Commissioner Carlos Moedas

On 5 December 2017, Ambassador Zhang Ming, Head of the Chinese Mission to the EU, paid a courtesy call to Mr. Carlos Moedas, Commissioner for Research, Science and Innovation of the European Commission. The two sides had a friendly exchange of views on China-EU relations and China-EU cooperation in science and innovation.

Commissioner Moedas welcomed Ambassador Zhang to take the new role, and said that the EU attaches great importance to science and innovation cooperation with China. The two sides already have a very good record and have established such cooperation mechanisms as the Innovation Cooperation Dialogue (ICD) and the Co-funding Mechanism (CFM). Commissioner Moedas expressed the wish that EU-China cooperation in research and innovation could become a model for other areas of cooperation and for global cooperation, in order to showcase the strength of science diplomacy.

Ambassador Zhang briefed Commissioner Moedas on the 19th National Congress of the Communist Party of China. The Ambassador said that the Congress sent a key message that socialism with Chinese characteristics has entered a new era, and laid out comprehensive plans for China’s development in the coming 30 years and more. The Congress pointed out that it is essential to make China a country of innovators at a faster pace, and underscored that innovation is the primary driving force behind development. The Congress is significant for China’s development, and will offer major opportunities to the development in Europe and in the world.

Ambassador Zhang said that China pursues the policy of opening-up and highly values its cooperation with the EU. Ambassador Zhang pointed out that science and innovation is an important part of China-EU cooperation. China and the EU have shared philosophy that science and innovation is crucial for economic and social development. The two sides have a lot to offer each other in the field of science and technology, and have the shared responsibility to fulfill the 2030 Sustainable Development Agenda. China hopes to work with the EU to further enhance cooperation in science and innovation.

Commissioner Moedas said that Chinese President Xi Jinping’s speeches reflect the great importance that China places on science, innovation and international cooperation. The history of Europe and China has taught us that openness is a key driver for development. The EU and China need to find converging interests and win-win solutions to jointly enlarge the pie of cooperation. In doing so, science and innovation will truly promote growth and improve people’s livelihoods.
