Li Keqiang Attends 19th China-EU Summit

On the morning of June 2, 2017 local time, Premier Li Keqiang co-chaired at the headquarters of the European Council in Brussels the 19th China-EU Summit with President Donald Tusk of the European Council and President Jean-Claude Juncker of the European Commission.

Li Keqiang expressed that China attaches importance to bilateral relations, supports the EU countries in following the integration path chose by their own, and would like to see a united, stable, open and prosperous Europe. Facing the increasing uncertain and unstable factors in international situation, it is hoped that the Summit could send a positive signal that China-EU relations will maintained stable development and will be continuously consolidated. We should deal with uncertainties in international situation with stability of China-EU cooperation.

Li Keqiang pointed out that in recent years, China-EU cooperation has continuously achieved new progress. Both sides should enhance the docking of development strategies, expand two-way opening up and boost negotiation on bilateral investment agreement, so as to make efforts to improve the level of bilateral trade and investment cooperation. Both sides should also enhance cooperation in such areas as infrastructure construction, aviation, information and cyber security, and promote China-EU connectivity. China and the EU need to expand cooperation in medium and small-sized enterprises, finance, ocean, renewable energy sources and other areas, well manage 2017 “China-EU Blue Year” a success, continuously expand people-to-people and cultural exchanges, and take the China-EU Tourism Year in 2018 as an opportunity to enlarge facilitation measures of personnel exchanges. The Chinese side is willing to work with the EU to promote the G20 Hamburg Summit to make new contributions to advancing world economic growth and cooperation as well as improving global economic governance. China and the EU should enhance cooperation in dealing with climate change, boost the well implementation of the Paris Agreement, make joint efforts to contribute to the implementation of the 2030 Agenda for Sustainable Development, and strengthen cooperation in anti-terrorism, defense and security.

Li Keqiang stressed that the Article 15 of the Protocol on China's Accession to the World Trade Organization is a “sunset clause”, and all parties should practically fulfill their commitments, which is not only carrying out due international obligations, but abiding by international rules and respecting rule-based international order. Both sides could properly solve trade friction issues through bilateral or multilateral channels.

Donald Tusk and Jean-Claude Juncker said that the current world is faced with uncertain and unstable factors, and maintenance of the current international system conforms to the common interests of both EU and China as well as the world. The EU side believed that there is no selective maintenance of the international trade system. The EU and China have conducted sound cooperation in major international affairs including the 2030 Agenda for Sustainable Development, climate change and the Iranian nuclear issue, and further enhanced cooperation in such areas as free trade, climate change and security, which are conducive to safeguarding world peace and stability, and promoting prosperity as well as development. The EU side pays high attention to enhancing economic and trade relations between both sides, supports the “Belt and Road” initiative, and is ready to continuously deepen connectivity cooperation, and further expand two-way investment.

Both sides also exchanged in-depth views on international and regional issues of common concern.

After the Summit, leaders of both sides jointly witnessed the signing of more than 10 cooperation documents covering areas including investment, intellectual property, customs, and scientific and technological cooperation, and unveiled the nameplates for “China-EU Blue Year” and “China-EU Tourism Year”.
