Li Keqiang Delivers a Speech at the Headquarters of the United Nations Food and Agriculture Organization

In the morning of October 15 local time, the eve of the 34th World Food Day, Premier Li Keqiang delivered a speech entitled "Promoting Agricultural Modernization Through Family Farming"at the headquarters of the United Nations (UN) Food and Agriculture Organization (FAO) in Rome.

Li Keqiang expressed that the theme of this year's World Food Day is "Family Farming: Feeding the World, Caring for the Earth". Meeting the food demand through household agriculture also conforms to China's reality. China's reform and opening-up started from rural area 30-odd years ago. By implementing the household contract management system and other reforms and developing household agriculture, China has managed to solve the food and clothing problem for the people, helped hundreds of millions people shake off poverty and reached the UN Millennium Development Goals ahead of schedule.

Li Keqiang pointed out that to advance agricultural production to a new high, China must moderately expand scale management and step on the road of agricultural modernization. We will stick to the foundational status of household management in agriculture, push forward innovation in diversified agricultural management modes, protect land rights and interests for peasants, respect will of peasants and encourage qualified peasants household to transfer land management right.

Li Keqiang stressed that the Chinese government attaches great importance to agriculture, adheres to realizing domestic self-sufficiency in grain and pays high attention to sustainable development of agriculture. China has met the food demand of nearly 20 percent of global population with arable land and fresh water resources that lag behind the world average level. We will continuously persevere in using agricultural resources in an intensive and efficient way and further enhance ecological protection and building, so as to not only meet the demand of current generation, but also leave fertile land, clean water and blue sky to our descendants.

Li Keqiang said that "Food for All" is the most fundamental right to live for mankind and the basis for all the human rights. Promoting agricultural development and eliminating hunger and poverty are major challenges to the world as well as common responsibilities of mankind. The international community should join hands to enhance agricultural cooperation, reduce trade protectionism and pay more attention and offer more help to developing countries, especially the least developed countries. China stands ready to share without reservation agricultural technology, equipment and development mode with all countries especially developing countries. In the next 5 years, the Chinese government will contribute 50 million USD to the FAO for South-South cooperation in agriculture and intensify its support to the World Food Programme (WFP) and the International Fund for Agricultural Development (IFAD).

In the end, Li Keqiang expressed that as the largest developing country in the world, China is a positive force safeguarding global food security. We are willing to join hands with all countries in the world to create a hunger-free and poverty-free world with sustainable development.

Director-General José Graziano da Silva of the FAO, in his address, warmly welcomed Li Keqiang's visit to the FAO headquarters, and thanked China for its vigorous support to the FAO. He said that China is defender for food security, promoter for the world poverty-reduction cause and a frontrunner in achieving the UN Millennium Development Goals. It is believed that China will surely score greater progress in agriculture and make greater contribution to food security of the world.

Over 600 people attended the event, including senior officials from the FAO, the WFP, the IFAD and other organizations, permanent representatives of various countries to the FAO, and participants of the 41st session of the Committee on World Food Security. They gave a long period of warm applauses to Li Keqiang's speech.
